We win 99% of cases and ECP hardly ever sue anyone anyway, so the risk of a claim is negligible and the risk of losing even less. And even if you did, there's no huge legal fees/costs or CCJ risk if you just read our resource thread and follow our advice.
Come back if it ever happens, but try and get rid of it now with PLAN A.
This is why you do PLAN A (post #1 of the NEWBIES thread and I am not talking about an appeal) to get rid of it. We are not advising to do nothing. We are telling you how to kill it off.
You do need to re-think the registered address of your car. You could miss PCNs, NiPs and all sorts of things, including your car tax reminders. Gets people into all sorts of bother.
Change the car VRM address (a DVLA requirement) and in the meantime, get someone at 'home' to open your post, or collect it weekly.
So what I should do is contact ECP by post (because it not allowing me to contact them online anymore) and send a letter template?
No, that's not what PLAN A is...and this is why you only need to read the NEWBIES thread. It is there to save us time so we don't have to do this piecemeal, as we have no time. Very busy forum and everything is standard and covered in the sticky thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

do i complain to ECP as they are the landowner?0

They aren't. Surely?
Why not watch this on TV now instead of being on this thread. I'm on this show (the lady on the beach) and so is bargepole, on Ch5 starting right now. You need to watch it, I think:
