    OP, I get that balls don't bounce much on grass but is there enough room in your back garden to create a hard-standing area your children could use for playing basetball? As has been said, it sounds as though that's the sticking point. If the management co/neighbours can see you've made an effort to address that issue they might meet you half way and agree to cut the hedge back.

    there is no space in the back garden,
    looks like that judges came to conclution, it is all my fault

    I also would not be happy about a ball hitting my car, it doesn’t matter if it’s an old banger, or a brand new Porsche.  

    I really don’t understand why you would think this is ok, and I suspect you won’t get anywhere with having the hedge cut until that issue is resolved.

    in all those years ball hit his car max 4 times, it is not like it is constantly hit,
