OP, I get that balls don't bounce much on grass but is there enough room in your back garden to create a hard-standing area your children could use for playing basetball? As has been said, it sounds as though that's the sticking point. If the management co/neighbours can see you've made an effort to address that issue they might meet you half way and agree to cut the hedge back.

To be fair, if your ball kept hitting my car I'd be keeping an eye out as well and coming out to tell them (or more specifically you) to be more careful. And I'd probably be getting less courteous each time it happened.

I also would not be happy about a ball hitting my car, it doesn’t matter if it’s an old banger, or a brand new Porsche.I really don’t understand why you would think this is ok, and I suspect you won’t get anywhere with having the hedge cut until that issue is resolved.4
