    However the linked housing benefit fully visible to DWP is. 
    Housing Benefit is actually administered by local councils, not DWP.  This may be part of the reason it's not on the list.

    It is means-tested, however although I don't know the exact ins and outs I do know there are people with too much income to qualify for benefits such as Income Support or Pension Credit who still receive Housing Benefit, which implies the means-testing for HB is perhaps slightly more generous than for IS or PC (both of which are on the list of benefits which do entitle someone to the £650).

    Not sure what you mean by that.
    some people (like park home owners) are campaigning via the democratic process.
    everyone is entitled to engage in the democratic process with the aim of change
    Injustice is always worth fighting for

    I fail to understand how veterans like my husband who receive a pension because he is very ill should miss out when others some who don’t want to work cash in 

    If he is very ill is he not entitled to a benefit such as PIP or ESA ?

    The means testing for HB is similar to the means tetsing for DWP legacy benefits such as IS, PC, ESA, JSA etc. Someone with income above the means tested threshold for IS etc may qualify for some HB but they wouldn't get the full amount they would get if income was at the means tested benefits level.

    If the OP was caiming UC the person would get an amount of UC rather than HB to help towards housing costs and would qualify for the £650 grant. In one interview when the scheme had been announced, Rishi Sunak did acknowledge that HB only claimants would be at a disadvantage under this scheme and it's one of the reasons why local councils are being given additional funds to administer a discreionary scheme to make payments. The OP has suggested that her local council may only be paying £100 under their version of this scheme but I doubt councils have yet to decide how much each will pay.

    The only way around it would have been for the OP to have claimed UC, therefore ending their HB claim. However It's too late to get the first part of the £650 payment though as the person had to be claiming UC on 25 May to qualify. Claiming UC in place of HB brings other proplems too though, such as imposing conditionality on both the OP and her husband to get UC which they won't have under HB.
