That is so unfair, those that need it will not get it and those that do not need will get it possibly more than once, this has not been thought out very well !!!0

The money had to be sought from somewhere to balance t he books so, I think the government has thought it out quite well - yes there are some people who fall through the gaps, but hopefully they will be addressed - I would suggest you contact your MP and also all others in your situation so that anyone who needs it can be helped - this would be the same for all forms of benefits that get implemented.
In my view the criteria set was the quickest way to implement without widespread abuse, so was thought out.3 -

It isn't perfect, but the admin overhead cost to fix these problems would likely cost more than the amount they are 'wasting' ...One of the MPs was trying to do something about the caravan parks though as they are a more easily identifiable group, not sure how far the debate has gone yet though...2

Why not pay it through council tax again. And exclude empty and second homes from the rebate. Seems fairer and the system is already in place?1
