    I'm pretty sure it says the site is managed by CBRE and has their contact details on it.

    They could have shut that very large metal gate if they wanted to stop vehicles entering before the stores were open.

    Surely not; given what the BPA's Code of Practice states at 9.5:-
    You must not use predatory or misleading tactics to lure drivers into incurring parking charges. Such instances will be viewed as a serious and sanctionable instance of noncompliance and may go to the Professional Conduct Panel

    Perhaps the ParkingEye man coming down from Chorley to close it couldn't make it that night! 😄

    I am not legally trained, but I would suggest that an open gate in a shopping area constituted "an invitation to treat".

    That's my view as well.

    It will be interesting to see what the entrance signs, (if any), say, perhaps something "stupid" like:-
     "see signs in car park for terms and conditions".
