TFL debt recovery, received yesterday from 2 incidents last year

Hi helpful responders,
Yesterday I received 2 debt recovery forms from Bristow & Sutor on behalf of tfl. One is for a non payment of a congestion charge from 5th July 2021, and the other for stopping where prohibited in August 2021.
Here we are 10 & 9 months later respectively, and having had no contact at all from tfl, I have 2 letters from these agents telling me that I need to pay £603 to stop any action against me.
The incident for stopping where prohibited, I pulled up and spoke to a traffic warden who was at the space giving a ticket to another car. I told him I had to collect some keys and asked if I could leave it there for 1 minute. He said as long it was just 1 minute, and to make sure that I was gone by the time he had given the other car a ticket. I got my keys and left.
The congestion charge one, I thought I'd paid it, I usually pay it (as far as I'm aware you get no notification that it has been paid). I have in the past crossed the line without knowing and turned around as I went the wrong way. A couple of weeks later I received a fine (around £60 I think), which I explained the situation for but ended up paying. Why has all of the notification stage been completely skipped and we are straight at the debt recovery stage for hundreds of pounds. Is this deliberate on the side of tfl?
