Depends on the city, county and state the seller is based in.

Also remember that things like VAT are charged on the landed cost so the dress isn't just $500 but $750 with the P&P

The problem is the OP said they were buying a $500 dress but the likes of UK VAT on imports is charged on the landed price which the later screen shots from the OP was $780.

The $30 US tax charged may be erroneous as most taxes are waived for out of state web orders but not all are so it depends very much exactly where the business you are buying from is based... there aren't any federal sales taxes but there can be state and/or city taxes etc. 

"Ordering a few things" isn't clear if that's 1 order from 1 company or multiple companies, what the landed values are likely to be, what the items are (duty varies by type of item).
