    It shouldn't take anything like that long to heat a tank of water.  My boiler is set to come on for 40 minutes a day.  If I managed to run the tank cold the previous day, then it may not be as hot as I'd like, but it's hot enough.

    Has somebody turned the temperature control on the boiler itself too low?  If so, then it will never heat the water hot enough.  But don't overdo it, as setting it too high would waste gas.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.
