When you see your Mum on Saturday have a close look at that meter and if possible take a photo.  Look for a few things

    1) the date on the meter
    2) a card showing when the meter was changed - on it will be the date and readings of the new meter
    3) See which of R1 and R2 is progressing -    read a couple of hours apart - the one which has progressed is the day meter (it ought to be R1) -  the one which has not is the night
    4) Check the serial number against the bill

Is the meter one of those with a small keypad ?    Take great care in reading them - some require button 6 to be pressed 4 times - note the letters like kWh IMP R1  -   some button 9

Has the Smart function ever worked ?
Never pay on an estimated bill. Always read and understand your bill

she has no other heating source apart from an electric blanket to warm her bed before she gets in for about an hour as she has raynaurds,    the meter readings in my post were over a 24 hour period that my brother took.
the switch that someone mentioned on the immersion is off and its on timer for 2 hours per day,  she doesnt do anything excessive.

In that case, she shouldn't be using more than 3 units in the daytime and no more than 6 at night.

@squizz11 Is the meter a Smart Meter, or is it an older one where the switch between Rate 1 and Rate 2 is done by a time switch? If it's an old mechanical time switch, look at what time it is currently set to and what times it switches R1/R2. Take a photo if not sure.
