    Sorry I am just having a chicken and the egg moment here - wondering how they are even getting to court stage with the Defendant never having given driver details.
    By assuming the keeper was the driver.
    They will say things like 'the keeper has never denied being the driver therefore...".

    The nature of the juggernaut. Enough people will jump out of its way (paying up) rather than face it head on (defend in court). Sometimes the juggernaut will swerve (discontinuation of claim) if the motorist appears to be someone who might damage (good defence) the truck!

    Great analogy.

    Somebody I know who was successful in court referred to it as the 80/20 model where 80% of people submit on each phase- which has well over a dozen parts -

    1)he £60 NTK,
    2) the £100 PCN,
    3) the PPCs £125 final demand (with 25 added on - although not all firms do this
    4) the first round of DRA letter at £160-70
    5) the "solicitors" letter head DRA laced with assertions and threats of bailiffs, CCJ
    6) LBC
    7) LoC
    8) "final offers" letters
    9) Court claim 
    10) Reply to Defence
    11) Mediation offer
    12) WS - and their gaslighting reply to your statement 
    13) Court date allocation letter
    14) Trial - sone people get last minute jitters

    There are multiple debt letters and "good faith" settlement letters laced with threats and false assertions between all the above parts of the journey.  But stand your ground if you've done nothing wrong as a lot of their campaign or collusion course is built around intimidating you and them attempting to instil self doubt.

    He complained to the Ombudsman and his PCN was cancelled. 

    Here are all the housing contracts between BHCC and OPS. Stanmer Park (referred to as Stony Mere Way) was added onto this contract for all the BHCC housing car parks in 2017, using a Deed of Variation.

    It says they issued 213 PCNs in 6 months at Stanmer Park during the first half of 2021. Its worth noting that BHCC get 10% of each PCN. Which is free money for BHCC so of course they'll do nothing. They are totally complicit because they full well know the misery OPS have caused many a Brightonian and visitors to the city!

    What a way to treat their residents/ ratepayers and visitors looking to bolster the local economy which is why I don't bother coming to B'ton anymore let alone drive there after my run in with OPS (and BHCC itself seeing motorists as a resource for exploiting).

    There was a quote that although the park is public land it is considered private land for the purpose of enforcement! Make up your minds BHCC!!! 😆 🤣  

    I reported OPS to BHCC planning dept regarding there being no planning permission for the ANPR camera at Vantage Point. I was fobbed off - I then learnt that BHCC and OPS were in bed with each other so of course they get a free pass!!!  BHCC is definitely one of the most corrupt and incompetent councils out there who don't seem the slight bit community focused.
