Sounds perfectly normal to me and they're just giving you an update. Most people have assessments, even for reviews so you should expect one of those. Files are not always sent to the health assessment providers straight away, i've known them hold onto to them for a few months before sending them across.

I think I must have been lucky as I sent off my PIP renewal form on Friday 25 February this year and on the Tuesday morning (1 March) got a text from PIP which said
We have received the written report of your PIP assessment. We will write to you once we've made a decision on your PIP
It also gave an 8 week timescale for a decision. I just assumed that I had been sent the wrong text and it should have been as the text message in the first post. However, completely out of the blue on Wednesday 30 March I got a call from the Case Manager who said that they were trying to clear as many cases as they could by looking at what had been written on the review form and seeing if they could make a decision based on that. She asked me three questions for clarification and then told me that if I didn't need an assessment I should hear something within two weeks. And 12 days later I found out I had been awarded PIP for 6 years and my PIP had increased from standard mobility to standard care and standard mobility.
It was a very pleasant surprise and given how quick it was all done and without the need for an assessment (and the call with the Case Manager lasted for just over 5 minutes) it was a complete relief. I'm not sure what the criteria is for them doing a paper based assessment at the DWP but they are happening. I believe there is such a backlog of reviews that they are possibly just clearing as many cases as they can if it can be done that way. But my review was seemingly picked at random the day it was presumably scanned onto the system.

Glad it was a very quick turn around for you. Yes, of course paper based assessments definitely happen, though they are rare.
My daughter and myself both had our reviews last year and the forms came quite close together. I returned my daughters form about 1 month later and to my complete surprise, 10 days later a letter came and it was the decision on her review, which i wasn't expecting so quick. I don't even know if they received the forms back before making the decision because it just seemed so quick. Her award stayed the same (Enhanced for both) and it was extended for 6 years.
My review was similar but a little slower and about 6 weeks for me, no assessment. My award stayed the same and was extended to end of 2024.
