parked car damaged - advice please

i had someone ram into my scooter in a parking space said he didnt see it but nothing was damaged and i aint stupid to contact insurance as my premium would of gone up never got caught out ever even my dad had a bump that wasnt my dads fault and he never heard nothing on renewal
only way they find out is when you report to police or the other driver tells there insurance0 -

The police don't contact the victims insurance company.0
