You do not have a penalty charge ... APCOA cannot issue a penalty charge. (@Coupon-mad was saying, for info, that IF you had a penalty charge it would have to be pursued - via the Magistrate's court - within 6 months otherwise it would time out).
If you appealed a parking charge, in time, and received a rejection then you could raise an appeal with POPLA. In your case you're out of time for a POPLA appeal, so just sit tight and see if APCOA try to pursue the charges via a court claim - this is very unlikely for an airport case as it would open a whole can of worms that they wouldn't want seeing the light of day.

I am not sure how I can improve or further explain this advice:If the POPLA Code is out of date - which it is - just ignore APCOA. That's not safe to do with all PPCs but it is with APCOA at Airports.
