I don't know the particular circumstances in any more detail than what was provided in this thread. Wouldn’t you be astonished if someone could open a bank account in your name with a photo of your license??? But people also have an expectation that banks should protect their identity and money at all costs…Online or in branch when has a picture of ID been acceptable… it hasn’t! As someone who had a chase account, I can’t actually recall the process with my license. I thought I just send them a photo or filmed it.
indeed it is true that DLVA request your old license to be returned, but they seldom chase you if you do not!0 -

If there's one lesson to be learned from all the posts in this thread: make a scan or photo of your driving licence as soon as possible in case you lose it or need it for applying for an account.

That's not a loophole. A loophole is something that lets you in when you shouldn't be able to. This is just one of their stipulations and if you can't satisfy it then their account isn't for you, unfortunately. Perhaps your "astonishment" would be better directed at DVLA for delay, rather than at a bank trying to prevent fraud.
