Parking Charge Notice from Horizon.. Overnight?!

Hi there. I hope this post lands in the correct section as I'm my phone isn't liking the forum.
I received a letter through the post from Horizon Parking a few days ago alleging my vehicle outstayed the time on a retail park.
It alleges that they arrived on the 18th April at 18.39 and left 19th April 10.07am the next day. The vehicle did visit the retail park both days, no more than 10 mins at a time however the car wasn't left over night like they are suggesting.
The letter (with photos and time stamps) says I have 14 days to pay the lesser fine from the date issued, except I don't because the letter arrived later shortening my time. I have until tomorrow to pay or send an appeal.
There must be something wrong with their camera on that Bank Holiday Monday evening to have not recorded the car leaving the car park.
How should I go about appealing? Neither fines I can afford at the moment.
Thank you in advance.

The keeper of the vehicle should sent Horizon the blue text template appeal easily found in the opening post of the NEWBIES thread.1
-
Basically this then? I have a letter written by the manager to say they was at work early in the morning, should I mention this or attach it if possible?
Re PCN number:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.
THE NAME AND POSTAL ADDRESS OF THE KEEPER (OR THE HIRER/LESSEE) GOES HERE, OR IN THE RELEVANT BOX ON THEIR APPEALS PAGE.
THE DRIVER IS NOT IDENTIFIED.

Yes.
You need to stop telling the world who was driving. The parking companies read this forum and will try and use anything found against you.
It was the driver who drove. I
t was the keeper who received to Notice to Keeper through the post.
Two different people.1 -
Which retail park? Which shops did the driver visit?
You will have read in that opening post on the NEWBIES thread that 'plan A' is to complain to the retailer.1 -
It is not a fine.
What happened when the keeper complained to the landowner/store managers/retail park management company CEO?
Send the template in blue, unaltered from the keeper save for a one liner stating that this was two separate visits and therefore Horizon committed a data breach by obtaining and processing the keeper's data without reason that will be reported to the ICO.
Also send an SAR to the DPO of Horizon as per the NEWBIES, and specifically ask for all four images of the vehicle.
Complain to the ICO when they fail to comply.
Complain to the BPA and the DVLA about this data breach.
Complain to the ICO about the DVLA releasing (selling) the keeper's data without reason. The ICO are already investigating them, so the more complaints the better, but you have to complain to the DVLA first.

Thank you. I shan't be giving information as to whom was driving. As a registered keeper I shall visit the retail park tomorrow to complain.
Is the 14 days to get the lesser fine codswallop then? As today is the last day to appeal.0 -
What fine?
The reduced charge is known on this forum as the Mug's Discount.

Is the 14 days to get the lesser fine codswallop then?Yes, as the NEWBIES thread tells you in the early Q&A, because you won't be paying. You need to read it.As today is the last day to appeal. It wasn't. You have 28 days to appeal. Forget the bribe not to appeal.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Please read the NEWBIES thread first, it's why it's an ANNOUNCEMENT thread in capitals at the top of the forum, as a resource to answer these basic questions everyone has (we get it, we know you are new to it). We just can't do this one by one.
Horizon PCNs are as easy as pie for a keeper to win on appeal.
You do need to add this to the appeal though:The PCN wrongly alleges that they arrived on the 18th April at 18.39 and left 19th April 10.07am the next day. The vehicle did visit the retail park both days, no more than 10 mins at a time however the car wasn't left over night like they are suggesting.Ask for the 'orphan images' to be found and the PCN must be cancelled. Obviously not a single person in the country would just pay an ANPR 'double dip' error PCN from a private firm who can't be bothered to do human checks for the missing out/in pictures.
This is a scam - a failure to do manual checks to discount a double dip - and nothing to be scared of...you just need the confidence and words to see it off.
