    Or air in one side, or sticking slide pins, or sticking pads, or even an internally deteriorated flexible hose acting like a non return valve.
    I'd eliminate all the cheaper options first.

    I had a Forester which had 8,000 on the clock when I bought it.  I noticed shaking under braking from high speed.

    Brake disk swapped under warranty and no further issues for 50,000 miles, which included a new set of pads at about 40,000.

    We also had an Aygo which did low miles and that needed new disks early on as they simply rusted away due to lack of use.

    If brakes work properly then there is no need to do both once bedded in.

    The reason both are often changed at the same time is due to even wear and tear if brakes working well. In your case, faulty disc one side so one side done.
