    Well, that explains it; I have been speaking and listening to double Dutch all my life but I thought the two languages the PPCs spoke were Money and Gobbledegook!

    What's even more absurd is that the Courtesy amount is the value written numerically ... and the OP didn't write that in Welsh! So even their reason for rejecting it was nonsense. 😂

    As a matter of interest, what parking misdemeanour was the parking charge for? Perhaps you could now dispute the charge, in Welsh of course, and see if OPS will engage as it will no doubt cost them to translate any documentation into Welsh.

    No point handing them easy money, even if they are stupid enough to not cash the cheque.

    Like many others have experienced, the parking machines were out of order, the only means available for paying was online via the JustPark app. No mobile signal coverage at the parking location meant that I had to use their WiFi, first to install app on my phone. Then when I tried to use the option to pay using Paypal, app said the payment method was 'not available' for that location. So I then had to try to register a debit card on the app. The card issuer then wanted to authorize setting up the payment by...(yes you guessed it..) sending a code via SMS..see earlier point about mobile phone coverage..;-( All of this meant that the 10mins "grace perdio" was already up..I finally managed to get a signal to get an auth code to register the debit card (after trying a different card for which I would have also had to download their banking app..) - then the JustPark app wouldn't accept the card details!!! So although I had the means to pay, there was literally no method to pay available to me. You can see how much of a trap this is - OPS must be rubbing their grubby little hands come summer season. I would encourage anyone who has received a PCN resulting from a similar experience to mine (& with reasonable justification) to pay by cheque written out correctly in Welsh, and be prepared to challenge if they don't accept it as payment.

    I like your style but can't encourage anyone else to actually PAY an OPS parking charge. There's really no need; you'd win in court anyway.

    I see your point, I'd suggest judging for oneself whether a POPLA appeal is worth pursuing first - then if that isn't succcesful, then OPS rejecting of your attempt to pay would form case for the defence of court action by itself - & you'd have a nice little letter as written evidence..

    Years ago my grandad was taken to court by the council for not paying his rates (now council tax).  In those days, no internet, people would go to council offices to pay.
    He had paid and got a receipt which he produced to the judge. The council were of course blasted.

    You also have a receipt that you paid by the OPS letter albiet that an idiot at OPS DID NOT UNDERSTAND the banking system

    Whether POPLA would understand, who knows, nowadays they seem to be brain dead

    Of course the mentality of OPS could mean they instruct one of the daft legals who is oven ready for a court spanking ?

    You wrote the correct amount in the £ box and signed it.  That is a promise to pay

    I know the parking industry is iffy at the best of times but this is plain stupidity.
    You know, when you see on TV those massive cheques being held by winners ? ... as long as the bank details are correct, it is a promise to pay 

    And in Welsh .... "Dim ond ffyliaid a cheffylau"

    Some banks e.g. Barclays and Santander even give the option of a Welsh language cheque book so the PPC is totally out of order. I doubt they even presented it
