Cheapest to run? An air-to-air heat pump (AAHP) like danrv fitted (thread here).
Cheapest to run but at a lower upfront cost and less disruption than installing an AAHP? High heat retention (HHR) storage heaters.

You need High Heat Retention Night Storage Heaters (e.f. Dimplex Quantum) each with a 24h supply and a switched Economy 7 supply.  The immersion heater needs to be on a switched E7 circuit, preferably with an upper heater on a 24h circuit with a manually operated timer of up to two hours that that automatically turns it off every time it's used.
You might get away with 'top up' panel heaters in the bedrooms if the doors are left open and sufficient heat rises from downstairs.
However, relying on any form of panel heater, oil filled radiator, electric fire, fan heater, wired underfloor heating etc for the main heating will bankrupt your tenants and they won't be able to afford the rent.  Make sure the HHR NSHs are big enough otherwise significant daytime top-ups at daytime rate will be needed.  Daytime E7 is even more expensive than single rate, so if you skimp on the NSHs they'll still go bankrupt !
