    Who has confirmed that?
    The council or someone with a vested interest in the parking regime?
    Sorry to query that, but it really makes a difference as to who you can believe and who you can't, in this world of smoke and mirrors.

    It was confirmed by a lady from the council this morning with a council e-mail address. And confirmed again by the place which I work, they said it is council owned but they pay PS24 to ticket people on it?

    I guess this is council housing and falls under their housing contract (rather like the way OPS ruin car parks at Council estates all over Brighton & Hove because astonishingly, BHCC have given those ex-clampers the contract for years).

    The good thing is, that means it's under statutory control and there is no keeper liability.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Thank you so much @Coupon-mad - but what does this mean for me? I have already responded with my appeal so they know I am the owner of the vehicle. Still waiting on the council to reply - they themselves have struggled to get in touch with PS24...

    Do they know you were the driver?
    In my appeal, I will have stated it had fallen out the window which I discovered upon my return.

    I no longer own the car but I don't think this means anything?

    Interesting point about a driver if the vehicle is empty - who is the driver if someone ( say me ) parks a car, and then gives the keys to my wife who drives it away 2 hours later?

    The driver who parked the car is the one who allegedly agreed the contract to park.
