It was confirmed by a lady from the council this morning with a council e-mail address. And confirmed again by the place which I work, they said it is council owned but they pay PS24 to ticket people on it?KeithP said:

I guess this is council housing and falls under their housing contract (rather like the way OPS ruin car parks at Council estates all over Brighton & Hove because astonishingly, BHCC have given those ex-clampers the contract for years).
The good thing is, that means it's under statutory control and there is no keeper liability.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Interesting point about a driver if the vehicle is empty - who is the driver if someone ( say me ) parks a car, and then gives the keys to my wife who drives it away 2 hours later?0
