Landlord/Agent not doing repairs

Hi,
We rented a new build over a year ago and when we moved in we had tons of issues such as shower didn't work, fridge freezer also didn't, every radiator leaked etc. Some got fixed some didn't.
Anyway over 2 months ago a fence panel broke off and we requested it be fixed but they keep saying they'll get a quote etc and never do. We've also had a leak from the shower downstairs through the ceiling and they haven't even responded to that.
Whats our best course of action now as emails or calls do nothing? I've sent a formal complaint along the lines advised by the Property Ombudsman but they say you need to wait another 8 weeks before going to them.
Should I withhold our rent to get them to do something? or pay a % of it in relation to all the issues i,e can't safely use the garden due to having a young daughter and danger of the fall into next doors patio (several feet)
I don't want any risk of a CCJ etc ..

Don't withold rent unless you follow the correct procedure to do so...
