Outside stop tap

I have an inside lead stop tap which is dodgy so decided to go with the lead replacement all went well until the connection as United Utilities can’t find an outside stop tap for my end of the street and my plumber says he needs to turn the water off. U.U. Have  been out several,times investigating and digging up but say they can’t find one. Me and hubby are both in our 70s and under their priority scheme due to hubbys stroke. They say can’t do any more, are they obliged to supply one outside for the street. Sorry this is so long
