Certain types of bank account may also include free legal cover, and certain trade unions include it for non employment issues as well as employment problems.

You need to say what it is :
The landowner of the land where you have a right to pass and repass without let or hindrance is attempting to impose a system where you will be required to notify a third party of movements of people  on and off the property.
If there is a failure to notify the landowners agents of all the details, or if a mistake is made in registering details, this will result in a significant charge/access toll being levied against those who could previously enter without let or hindrance.
I like that. Gets straight to the point without all the distractions of the mechanics of "how" this might happen. You can get into the details later. It's also a way to make the point to MP/councillor/landowner.

I would also add to that :  If there is a failure to notify the landowners agents of all the details, or if a mistake is made in registering details, this will result in a significant charge/access toll being levied against those who could previously enter without let or hindrance, which could be followed up with the treat of aggressive debt collectors, threats of being taken to court  and CCJs should the toll/fees not be paid to the third party.

Thank you so much Half-way, that is excellent.

I have spoken to the landowner’s agent who is going to talk to the landowner and I will follow up with a letter saying just what you suggested.
Thank you to everyone for your help, it has been so stressful but I am feeling much more positive in my fight against this!
