If you are looking at the legal cover side of things i would avoid mentioning ANPR Parking company's and so on.You need to say what it is :The landowner of the land where you have a right to pass and repass without let or hindrance is attempting to impose a system where you will be required to notify a third party of movements of people on and off the property.If there is a failure to notify the landowners agents of all the details, or if a mistake is made in registering details, this will result in a significant charge/access toll being levied against those who could previously enter without let or hindrance.From the Plain Language Commission:

I would also add to that : If there is a failure to notify the landowners agents of all the details, or if a mistake is made in registering details, this will result in a significant charge/access toll being levied against those who could previously enter without let or hindrance, which could be followed up with the treat of aggressive debt collectors, threats of being taken to court and CCJs should the toll/fees not be paid to the third party.

I have spoken to the landowner’s agent who is going to talk to the landowner and I will follow up with a letter saying just what you suggested.Thank you to everyone for your help, it has been so stressful but I am feeling much more positive in my fight against this!2 -
Don't forget the main thrust of your responses should be citing UKPC v Davey and telling them you will hold them liable for all legal costs and fees if they keep persisting and you are forced to seek legal advice and/or apply for an emergency injunction. This site is not a 'closed' site and they do not have your permission and never will, so it is wholly unsuitable for ANPR and UKPC must cease and desist with any scheme that relies on remote surveillance.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The landowner knocked on my front door this morning and said ANPR will not be used in the car park, they will use a CCTV system instead. UKPC are trying various tactics to persuade him to install ANPR by diverting our right of ways, having cards I can give out to visitors when they arrive to give their details (!!!!!!) insisting that they have other car parks where this works etc Anyway the landowner has recognised that this is not going to work which is such a relief. I am just so relieved. Nothing in writing yet but I think this is going to be sorted. Thank you everyone for your support, you inspired me to fight this and it has worked. I did go to a solicitor to clarify that the ANPR was a breach of the right of way, and also changing the path of the right of way is something which would have to be agreed to, and I am not agreeing obviously. Not completely over yet but definitely winning - thanks again everyone for all the advice!12

How and why should you be giving out cards to visitors which is totally impractical and an imposition on your daily life style and time.The use of CCTV cameras should not be directed at your home, and in any case what that would achieve I don't know, I think you have the right to know exactly what the modus operandi of any such system is prior to install.Remember and it's been published in the public domain UKPC are renown for not looking after personal data, and falsifying photographic evidence.Quite frankly I wouldn't trust them with a box brownie!5

I still don't believe installing CCTV will stop delivery drivers etcetera receiving PCNs, especially if you are not there at the time. Nothing short of foot patrols only will stop you and anyone visiting getting PCNs, and even then I'm not convinced.
UKPC have form for doctoring photographs. They could still take CCTV footage of someone entering the land, then stick a NTD on the car, take a photo of just the windscreen with ticket attached and number plate, with all background omitted, remove the ticket, then obtain keeper data and send a NTK.
Imagine if they did that to the Postie's van, or an online delivery vehicle, or grocery delivery van, or someone visiting while you were out and who you weren't expecting.
