From the bill it seems they get real readings every month. Is there somebody who reads the meters and submits the readings every month?
Is that maybe the reason why you are with one of the most expensive companies due to their green energy? Are all the flats with this company.
Can you click onto the link "Previous twelve months" in the last page you posted?
You were saying you had problems with your boiler and that is the reason for the debt you had, do you have also gas or what was the issue you had, and how much debt has accumulated?
