My phone refuses to switch off - all it does is offer to start in safe mode. I want to change my SIM and to do that you are supposed to turn the phone off. Someone said i could do it safely in airplane mode is that true? It is a Samsung.

How are you attempting to switch it off? Which model Samsung? Best not to remove the SIM without it completely powered off.

I press the button on the side and it gives me the power off or restart options but if I press power off all it offers me is to start in safe mode. It is an A6.

That should only happen  if you hold down the power button and volume down. 

Make sure you aren’t holding down any of the buttons, or that there’s no damage to them ( eg from dropping it)

I changed the SIM in airplane mode and all is well!

Run battery down, change sim, recharge
