Nobody knows. It's a gamble you take.  How about buy half now and half later?

Appreciate it's a gamble but sometimes anticipated news works one way or another. Good suggestion about buying half though.

Any 'anticipated news' has already affected the current exchange rate in the market, it's only the unexpected that will affect it as time passes.
The mid-market rate at this moment is 1.1925 - are you intending to exchange cash if you're only getting 1.18..?

Most places now taking card payments as routine according to returning holidaymakers - just take a small amount with you and settle up with a "user friendly" credit or debit card.
