    You can see a list of all the levels and qualifications here. https://www.gov.uk/what-different-qualification-levels-mean/list-of-qualification-levels
    If he's doing a level 4 then this would be a "higher" national certificate. "Ordinary" would be level 3. Up to level 3 would mean entitlement to benefits would continue.

    This is in England, I will contact his tutor to ask but I'm sure she just said National Certificate not higher and she mentioned it was different due to it being a UAL course? Its all over my head though and I will just confirm with her which one it is.

    The National Certificate in Scotland is a different qualification from the National Certificate in England.

    An ordinary HNC is non advanced education, an HMC is advanced education.
