BT essentail Broadband

Hi everyone,
My sister is with BT for broadband but she now wants to change to BT essentails Broadband thats for people on universal credit but when she rang they told her essentail Broadband is not available in her area.
Would this be true or are they just trying to keep her on a more exspensive package and telling her lies.
