Question - Can you use someone who was there at the time of alleged offence as a Witness? Just I was meeting up with a group of people and one of the members waited for me at the car park enterance so witnessed all that happened.0

I have recieved an E-mail today from DCBL collections letting me know that I Park Services have instructed them to "Cease Debt Recovery action for this matter"
Is this news as good as I think it is or do you think I Park might use another company instead of DCBL?
I don't want to celebrate too early

DCB Ltd are powerless debt collectors. Whether they stop sending out bog paper has no bearing on a PCN or court claim via solicitors.
DCB Legal are solicitors.

This sentence in that letter is important...
As @Fruitcake says, this is just a debt collector giving up.
Don't start celebrating yet. The parking company has up to six years to pursue a claim through the courts.2 -
This OP has a claim, so must defend. Nothing has changed.

Hi All
Just wanted to share my win. I must admit I could of saved alot of unneccessary stress if I had done this earlier in the process, as recommended by the good people on here. I suppose I wanted to give the parking firm a chance to do the "Right Thing" yes I know pretty stupid of me.
After recieving an email from Owen at DCB Legal Ltd on 31/05/22 informing me that I Park Services were proceeding with the claim against me through the court.
I decided to contact the "Land Owner" thinking I had nothing to loose by asking for their help even at this late stage.
I sent an email explaining (as brief as I could) my unpleasant situation and asked if they could help with getting the "unfair" PCN revoked. The Guy who I contacted was absolutely brilliant and as you can see from the attatched "Notice of Discontinuance" it was sorted within 24hrs. I know I will have to wait for confirmation off the court too but the Land Owner has told me to get back to him if I have not had official confirmation by the 15/06/22. Happy is an understatement.
I hope this helps others see that Land Owner intervention could put a stop to a PCN escalating to court proceedings and a lot of stress5
