Is there such a thing as an LED low energy (perhaps 1w), G4 bulb?
I’ve looked everywhere, I can find dimmable & I can find low energy, I can’t find the two together.

I was thinking the OP wanted some fairly dim bulbs?
anyway, if that is the case you should be using lumens as a measure of brightness instead of Watts. watts is power consumed.
unlikely example but theoretically one LED lighting manufacturer might one day develops a new technology that is so efficient it produces 1000 Lm/Watt. if someone were to buy a 1W bulb assuming it'd be dim, they'd be disappointed when it was really quite bright!0 -
I could be wrong, but I think all the bulbs linked so far have been low voltage, usually 12V. The OP didn't actually specify, but if they were after a dimmable mains voltage (230-240V) bulb then these seen more difficult to find.1

I *think* that all G4 - with their two thin parallel pins - are all very low voltage?
The 'mains' equivalent is, I guess, G9, but these have very different connectors.2 -
