With you knowing about this shared fuse you should have had a system with your neighbours whereby they could get access in an emergency.1

It it had been the other way around, would you have been happy to have faced burst pipes and all your frozen food going off if Scottish Power had said, 'Sorry guv, too bad, no reply, nothing we can do, next callout chargeable, good luck, bye'?4

I'm not having all this they have the right rubbish, I know they do though but I'd expect it should be done in a very careful way with a manager present to limit the damage to your property, I'd even consider making a complaint with the police. You need to raise a complaint and aim to get your property restored to it's former condition.

The comments in this thread are horrid, why is everyone apologising for the energy company as if it were a common or expected thing for them to force entry. Even if there is a statutory power to do so, I'd be amazed if they didn't have procedures in place to carefully manage this sort of thing. That you don't know what to do next suggests they're not keeping you informed at the very least. No harm can come from complaining, I certainly would be!1

If there's an emergency - a matter of life and death, or a property about to go up in flames - then the utility companies need to gain access without messing about trying to make contact with an owner/occupier who might be uncontactable.One question is whether or not this situation is one which would meet the test of urgency.
