Confused around pre-emption rights on land vs person

Hi there!

There is a large house and garden behind mine that was owned by Mrs A, she sold the house to Mrs B and at the same time reduced the size of the garden, the remainder of the garden forms part of a new plot of land. On the title dead for the plot of lane it states a "right of pre-emption in favour of Mrs B".

Mrs B has now sold the house to Mrs C. Mrs C believes she now has a pre-emption right on the plot of land, something Mrs A, still the owner of the plot refutes.

The title for the plot of land only refers to Mrs B in the pre-emption, but the title for the house states the land has the "benefit of rights by a transfer dated X made between Mrs A and Mrs B".

As the land backs on to my garden I'd be interested in acquiring it, but prior to declaring a formal interesting or speaking to solicitors am trying to get an understanding of if a pre-emption relates to a person, land or both? Also if the title to the house has any bearing on the pre-emption mentioned on the title for the land?
