O2 Customer Service/Reliability

My problem is simple.  I have have an O2 android phone.  I do not do banking or any other financial transactions by phone.  My Google Subscriptions and Google Play apps are unused and not active.  In dealing with a matter relating to my 2nd phone I discovered that there is a monthly Google subscription of £26.99 being paid by O2 in my behalf every 27th of the month and has been until at least February 2020.  I am unable to report it and resolve it with Google as I have no product/subscription reference number.  My gmail inbox offers no solution.  No text from O2.  In fact, O2's misnamed "resolution expert" cannot even tell me where and when this transaction was first initiated.  There help has been at the very best tertiary.  I have no contract with Google, but I do have a very long standing (2 decades+) account with O2.  They have avoided all liability and have declined to help establish details of the subscription beyond 2 years.  They have made a "final state of affairs" and washed their hands of the matter.  I am unable to speak to a Complaints manager, a Director or indeed contact the CEO.  Google cannot help without a reference number.  

Could somebody please help, advise and give me a steer.... 68 days later and I am still floundering in a bewildered state.
