    A naturally-ventilated home - drafts from under the floor, vented out via high-level grills!
    I would cover these with no concern. By all means do a temporary job until you've gone through another winter, and - when all is well - you can look at making it permanent.
    I suspect it's a throw-back to the type of living conditions of the time - no mechanical extraction of cooking or bathing steam, clothes being dried indoors on horseback, windows without trickle vents, that sort of stuff. It just does not apply any longer...

    Sort term - just cover them on the inside. When that demonstrates that there are no adverse outcomes - condensation and stuff - then I'd be inclined to remove the inside cover, and cut a block of insulation to match the inner wall skin. Or use spray foam - block the back of the inner skin with card, and then full flush. Finish with p'board and a filler skim to blend in.
    Ideally, I think you'd want the liners removed, but I don't think that's necessary and would be a lot more work.
    If they are making a noise/causing a draft/losing you heat, then just cover them. What's the worst that could happen?! :-)

    In the early 60's large parts of the country were still suffering from smog, and there had been lot's of premature deaths because of it.
    Maybe the vents were a good selling point letting people sleep in a airy bedroom with plenty of bracing sea air
