They are offering to renew your contract, same service but 45p/mth cheaper? Outrageous.

Seriously, on what principle are you cancelling?
I've just logged in and the re-contract option is now £25 a month, not what they've sent via email. My issue tying me into another 18 month contract, it's likely I won't be in the same place this time next year.
Call them, or ask to chat to the loyalty team, to confirm the contract at £23.50/month. If you can, try to haggle, mentioning that e.g. if you switch to Now Broadband, you would pay £20 a month.

Sorry perhaps I'm being blind but what exactly is "ridiculous" in the email from TalkTalk?
Shaking you down for another 18 month contract or pay £10 a month more. In the past once your contract was up, it was just a monthly thing.
No different to BT, contract discount ends when the contract does so recontract again for a discount or pay the higher non discounted price

So your real issue is that you don't want to commit to an 18 month contract because you probably move on before the end of the contract, not the £25 per month they are quoting.

The £34 per month is the price you pay for not committing to an 18 month contract - end of story.

Basically you need to find another provider who will give you a shorter term contract or a rolling monthly contract for less money.

It isn't Talktalk's problem that you want to leave early, it's yours.

Start checking out different providers and move on.

Best to go for a shorter contract with someone else (30 day, or 12 month). There are also providers who do fixed prices. It might be slightly more, but you have flexibility and probably better customer service anyhow. Are you in an FTTP area with Openreach/CityFibre etc? Or you could explore 4G broadband as well with a mobile provider.

IMO, better customer service is worth paying a bit extra a month for.  Shoddy companies should learn this.
