    My sister had an additional debit card on my mum's account at Lloyds so it's certainly possible, but that may have been issued when she registered financial LPA with them.
    Perfectly normal for LPA situations - essential in fact, as those, by definition, require a non-account holder to operate the account. Issuing debit cards is the easiest way to do this. But not normal otherwise.
