CA which allow additional card holder

Hi all, I recently opened a chase bank account but after speaking to CS they have informed me they don't allow any additional card holders. I'm about to move in with my partner and the plan is for me to have a current account and she will be an additional card holder. Does anyone know if Santander allows this?

Perfectly normal for LPA situations - essential in fact, as those, by definition, require a non-account holder to operate the account. Issuing debit cards is the easiest way to do this. But not normal otherwise.
