Planning permission needed? Neighbour replacing conservatory with permanent room
Well said Section62 there really are some unnecessary comments on a lot of these forums. If someone cannot have the vision to see that a solid brick built structure, even if the same height, would be more oppressive/intrusive than a mainly glass one, they should probably stay silent.
I'm obviously lacking vision because I'd prefer a brick wall to a load of windows looking into my garden space, especially if backed by net curtains or blinds. I'd also not find bricks more 'oppressive' than glass, but that's because I'd use any wall as a microclimate to benefit planting; something I'd feel less happy to do if plants would obstruct window light.
But do please carry on deciding what others should see as obvious. It's fascinating.
This work would almost certainly need consent from Building Control.
The first place I'd start to see if this work was legit would be your local Building Control website. With a bit of research you should be able to find the job on there.
If I couldn't then that would start an alarm bell ringing.
