Alvarez & Marsal Europe LLP / British Gas / Peoples Energy

I built up a £500 credit with Peoples Energy and had already started the process of closing the my account with them when they ceased trading. I have been told by Citizens advice that my money is safe but have had several long phone calls with British gas (a couple took more than 2 hours to get through!) and opened a case with them through Resolver and was eventually told that because I was no longer a customer of Peoples energy at the time of the crash, British Gas, were not responsible. I tried to contact OFGEN but their website does not facilitate any means of contacting them!,  instead it directs me to Citizens advice, who told me to contact the administrators appointed for Peoples Energy "Alvarez & Marsal Europe LLP". I did that and was told by them that British Gas are responsible for current AND past customers of People Energy so its nothing to do with them.

British gas tried (and may have succeeded??) in closing the case through Resolver because I wasn't a Peoples Energy customer at the time of the crash and got very confused as I had another account at a different address also with credit on Peoples Energy, (The credit on that account was indeed transferred as it was an ongoing account with Peoples Energy now transferred to British gas) .

What do I do now? I feel like Piggy in the middle with my £500 floating off into the far distance without being able to reach it!.
Is my only recourse to take out a small claims action though the local courts? Who against? British Gas or 
Alvarez & Marsal Europe LLP or Peoples Energy???
Or just wait to see if my hopefully ongoing case with Resolver will create any reaction when I get to the 8 weeks, if indeed British Gas hasn't managed to close it by then.
Or does someone know how I can take it up with OFGEM who I thought were the appointed body to deal with things like this?
Any suggestions please?

    If you were closing your account, who were you transferring to?

    Normally, complaints about an energy company goes through the Energy Ombudsman - But they won't deal with complaints about a failed company, and they might reject it as you are not a customer of British Gas.

    That is a mistake, you could have left PE 2 months before and it would still be down to BG to handle your refund, I would open another complaint and insist on escalation if they try to close it again, it is 100% a BG problem.
