    Text messages over mobile networks are always free to receive. This applies to any network worldwide, roaming anywhere.
    So you appear to be mistaken. Can you demonstrate how you were charged? The only possibility might be some kind of roaming package that only charges on days when there is activity.
    No they are not, if you are using your phone abroad the cost of receiving a text is up to the network you are using abroad, it may be free, it frequently is not.

    Some foreign networks charge their own users for incoming calls and texts.

    Please identify any cellular network that charges for receiving text messages (SMS).
    US and Canadian networks frequently charge for incoming calls and texts unless you have them as part of your package. They don't charge roamers on their networks though.
