The OP mentions 'security check texts' and 'verify by sending a message or code', but my Halifax Clarity now often requires verification of an online transaction in the app, for example. Some foreign networks charge their own users for incoming calls and texts. Therefore when roaming they are also charged for incoming texts.
No UK network charges for incoming texts when roaming; even using local networks that charge their own customers.
Mobile data isn't relevant either as sms are sent via network's signalling channels that that used for calls.0 -

I have been in countries where I have received a text message showing charges that I would pay using my phone while in the country and those charges included paying to receive SMS text messages0 -
