Drove through Heathrow 'drop off' - shall the registered owner expect a PCN?

    thanks Coupon -mad  I have just sent is including the important last bit as u advised and will post the outcome for feedback. My appeal could not be lodged unless I gave a tel Number so how presumptuous of APCOA requiring everybody to have a Telephone and assumes everybody is not deaf. I was tempted to put their number

    If you're filling in an online form where a phone number is mandatory, give 0333-8888888. This takes callers to a recorded message telling them to contact you by email.

    I've tried calling it in the past, and it worked.

    Alternatively, you can use a dummy 'phone number that is set aside specifically for use by the TV and Film Industry. You can even get ones with your local STD code.

    As a warning when driving on the Southern  perimeter Rd on the fringe of T4 following your sat don't make the error of taking the far left  turn as the attached as  even if you make a mistake and have nobody to drop off you still incur a £5 charge followed by a PCN if you don't pay. You cant do a U turn and  especially in busy traffic  you cant cross lane to the far right even if you were aware that's the exit and  end up in the T4 Drop off. The signage is not clear and a rd sign stating exit far right  to avoid penalty  needs installing as  reversing is not an option when you reach further along with  somebody behind you

    Luckily though, @Sledger  these PCNs are always 100% winnable on appeal as long as no-one implies who was driving and naively tries to tell the story of what happened.

    Good for the 0.0001% who challenge rather than the 99.999% Who just pay.  I  recently challenged a Kingston Eden st Bus lane PCN  on Pepipoo where Google Earth St view shows a missing  no left  turn sign  and it got rejected and repeated the same challenge on appeal and it got cancelled  which I have asked for an explanation. under the FOI  I requested for the period that sign was missing until replaced all  the PCN issued/challenged//Rejected then appealed and went to Tribunal but Kingston Council  along with the 47 Councillors fail to respond about refunding PCN issued during this period when they were aware the PCN was not valid. This is effectively using menace to knowingly extort  the public with  false representation which is Fraud  as there is no signage. Am considering involving Kingston  Police  on this if the 47 Councillor's dont act. Our system is flawed as  only the winning case gets off  but   they still issue PCN  for identical cases

      CONTRAVENTION DATE: 09 November 2023 13:43
      Thank you for your letter received on 29 November 2023 regarding the above Parking Charge Notice (PCN). Having considered the circumstances, we have cancelled the Parking Charge Notice on this occasion.

      In your appeal you have explained that you are the registered keeper of the vehicle and :)  declined the invitation to provide us with the full name and address of the driver.

      On this occasion, we will waive this PCN as a goodwill gesture:joy: but must inform you that the terms and conditions in this location advise the driver that they must pay for each visit to the site. Signage is displayed at the approach to this drop off area, along the location and upon exit, advising all motorists that a payment to use the drop off area is required to be made online or by phone. As stated above, the terms and conditions of using the drop-off zones are displayed by way of clear signage. It is the responsibility of the motorist to read and comply with the signage on site. Please retain this letter as proof of cancellation, should you need it in the future.
