Well - I used the letter template from here and replied to them in early April. I've not had a reply, or heard anything since. I'll maybe give it another couple of weeks and then contact them.
Seems like you've started another thread, so I'll have a look at that. Good luck on your appeal!2 -

Same happened to me and surely this needs correcting as I need to go back and film the navigation error and how I ended up there from a roundabout following my sat nav as this may be deliberate pure entrapment . This e mail was sent about 4 hours later when I got home .
Can somebody please give me an easy path to set up my own post if needed which I recall used to be at the bottom of a post but going round in circles trying to find how to I did on my previous PCN posts.I will read through this entire post to see if there is an identical challenge i can use

Vehicle XKX grey Vauxhall Vectra
I am hard of hearing so phoning is not an option and no payment has been made so a refund is not applicable
Today on 9 Nov 2023 vehicle Vauxhall Vectra S***X was delivering some furniture coming from Colnbrook to TW59SU on the Southern Perimeter road following a Garmin Sat where somehow on one of the complex roundabouts ended off course into a one way dual road at about 13.30 today with no option to reverse other than proceed to the passenger drop off or paying carpark. You should be able to observe from CCTV that there was no passenger and the car stopped behind a police car to get assistance but there was no police present. A security pointed to the display board which was photographed and cannot see any means of writing to complain on this type of occurrence. Accordingly, this is advance notice not to issue a PCN and confirm back by e mail that will be done by the relevant department. I have all he WhatsApp exchange to the person wanting the furniture and who can verify this if required.
Regards P.

Hello,
Thank you for contacting the Heathrow Terminal Drop-Off Refunds Department.
As you had entered a chargeable area, albeit in error, payment was required for the trip into Terminal 4 on 09/11/23 within 48 hours from when the trip was initially made. This is stated in section 2 paragraph 1 of the Heathrow Drop-Off Terms and Conditions. Please view these here: https://www.heathrow.com/terms-and-conditions/terminal-drop-off-charge-terms-and-conditions
As a Parking Charge Notice (PCN) is in the process of being issued, once this has been received, you can pay or make an appeal at https://heathrowdropoffpcnpayments.apcoa.com/pcnonline/index.php where our appeals department will respond to you directly with an outcome once all evidence has been reviewed – please be advised that it can take up to 35 days for an outcome, however, the rate will not uplift during the time of review.
We hope this helps with your query.
Kind regards,
APCOA Refunds Team

Thanks Coupon Mad Trawled through several links taking me to different post and will keep it simple when the PCN arrives as below from this link " https://forums.moneysavingexpert.com/discussion/comment/79931285/#Comment_79931285 "
and miss out the end bit " As your Parking Charge Notice does not comply with the requirements of the Protection of Freedoms Act 2012 (Schedule 4), you are, in law, unable to hold the registered keeper of the vehicle liable for the parking charge; I suggest therefore that you contact the driver. As there is no legal requirement placed on the registered keeper to identify the driver, I will not be doing so. "0 -

I was in the same situation as you last year.
I appealed the parking charge online strictly as the keeper, using the appeals template in this forum, with “decline to identify driver” in every appeal field where they tried to identify the driver from me. I received a letter a week later from APOCA stating the parking charge had been cancelled.3
