if you think that they are cheating over the waste carrying then gov.uk site suggest contacting crimestoppers1 -
Could you or your neighbour erect a fence? This would mask the skip and make it less likely that items from the skip blow onto your garden.2

Simply Speak to them kindly and request to cover the skip.
personally I dont get why people are so afraid of doing so. You clearly seem to be in the right and as long as they are not totally unreasonable they should get it.
If that doesnt help you can still reassess if a formal complaint is worth a potential dispute, but a simple conversation?

Please don't assume my neighbours are 'bad neighbours' apart from this 'skip thing' and a high incidence of white vans/other traffic I would have no complaints. We don't know them that well but they are friendly and talkative. If they were 'toerags' I would have already tackled them or spoken to the local council. As stated in my header, do I learn to 'live with it' or do I risk ruining what is at present a harmonious relationship.
What would you do ?

Personally i would have a chat with them, if they are doing anything dodgy they may get the woollies and sort it out to keep you 'sweet'.1 -

I wouldn't "complain". If only G_M were here
he would doubtless go "tea and cake". There's another point too - it can be incredibly useful having a tradesman next door especially if you for example want to put up a fence! "Any chance you could cover that skip as it's blowing garbage over here...and have another French Fancy."
It's a shame though that not only is he being dodgy with the skip but can't even obey the instructions on the side which would ensure things don't get blown into your property so much.1
