 But if it's clear that - for whatever reason - Halfords are incapable of supplying a battery that works, but the OP wants to keep the bike, I'd go to the manufacturer and see what - if any - solutions they can offer.
 The OP could also try (emphasis on "try") rejecting the bike, but if Halfords won't play ball I'm not certain that the OP has much of a case after over three years. But no harm in trying and nothing to lose. If he succeeds he probably won't get much a of a refund after over three years though.1

 I wonder if the real problem here is that Halfords are simply being incompetent in finding working replacements - although I don't see why that would be particularly difficult to do.Ergates said:

 That's why I'd go back to the bike manufacturer (or the battery manufacturer) and see what they suggest.0

 I'm no battery expert but are you saying that either you and/or Halfords have "charged" the batteries but they still won't work? Are they charging at all?jazzbow said:

 That's why I'd go back to the bike manufacturer (or the battery manufacturer) and see what they suggest.
 I'd do what Ath_Wat suggested - speak to the people in Halfords and say something like "Look, there is clearly a supply problem here - could you order a bunch of them, rather than just one at a time, so we have a higher chance of getting one that's not dud". Especially as it's a Halfords own brand - it shouldn't cost them any more (well, fractionally more transportation costs I suppose).
 Or maybe ask that someone in the place they're getting them from could test one before sending it out.1
