    But if it's clear that - for whatever reason - Halfords are incapable of supplying a battery that works, but the OP wants to keep the bike, I'd go to the manufacturer and see what - if any - solutions they can offer.

    The OP could also try (emphasis on "try") rejecting the bike, but if Halfords won't play ball I'm not certain that the OP has much of a case after over three years.  But no harm in trying and nothing to lose.  If he succeeds he probably won't get much a of a refund after over three years though.

    this is exactly my point.
    It's not that the batteries aren't available though - it's that Halfords seem to be having a problem getting a working one.   If there are *no* working batteries, then that is one thing.  If they have a high chance of being a dud on supply, then that is annoying but not the same thing.
    I wonder if the real problem here is that Halfords are simply being incompetent in finding working replacements - although I don't see why that would be particularly difficult to do.  

    That's why I'd go back to the bike manufacturer (or the battery manufacturer) and see what they suggest.

    I'm no battery expert but are you saying that either you and/or Halfords have "charged" the batteries but they still won't work?  Are they charging at all?

    I'd ask the bike manufacturer and the battery manufacturer (unless they're chinese or something) if they know what might be wrong and can they suggest a solution.

    Could be - or could just be bad luck.

    I'd do what Ath_Wat suggested - speak to the people in Halfords and say something like "Look, there is clearly a supply problem here - could you order a bunch of them, rather than just one at a time, so we have a higher chance of getting one that's not dud".  Especially as it's a Halfords own brand - it shouldn't cost them any more (well, fractionally more transportation costs I suppose).

    Or maybe ask that someone in the place they're getting them from could test one before sending it out.
