Where do you register modifications?
They would be registered with the insurance company, not sure they have visibility online but they should be listed with the insurance company1 -

However I doubt there's any way to tell from a distance, as it could just be highly modified (legal if it was insured correctly). It's not a heavy car so it may seem pretty fast anyway. It's unlikely to have nitrous, even if it has a sticker on the back (much cheaper than actually fitting it).
If it's excessively loud and behaviour anti-socially by deliberately making noise at 3am that's already illegal and something to raise with the police, who may inspect the car to see if the modifications are registered.

Actually they can do, seen it on one of those police TV shows, where they do specific operations for boy racers and look at all the modifications and make sure they are legal, from just whether the car can turn properly (lowered car can mean the wheel can catch the wheel arch), to lights, engine etc. It's not the beat bobby but the road forceDB1904 said:

I saw a higher end performance car, German iirc, at a set of lights with 4 exhausts, 2 had those water drips coming out from condensation or whatever, 2 didn't (1 on each side). It depends on how modified it is and the circumstances I'd guess. I doubt they'd pull a car or check for modifications if it was subtle, but I'm pretty sure if they stopped a modified car for bad driving they'd check, especially if it seemed far louder/faster than the PNC check would imply. It won't be hard to pop the hood on a .998l hatchback and spot the 2.0l engine in there.

'Nitrous' doesn't make cars spit flames, at least not in real life. It's possible that the car is running something a bit naughtier than a 1.1 engine, perhaps with a turbo or similar. It may also be the case that the car has an entirely valid insurance policy with any modifications declared.MouldyOldDough said:

The cc change, if there has been one, is an interesting one. In the old days it used to be possible to simply write to the DVLA to inform them that a bigger engine had been fitted; they would then change the tax band and everyone was happy. In an effort to increase bureaucracy, however, the government some time ago decided to make anyone fitting a new engine jump through all sorts of hoops regarding engineers' reports and God knows what. The cc can only be changed when those are submitted to the DVLA.
As with many of these things, the only real effect is that nobody declares capacity changes to the DVLA any more. The government have shot themselves in the foot, as usual. The logbook and insurance policy are completely separate matters. The insurer doesn't care what's on the logbook and will usually be happy to insure at the declared cc, i.e. with the engine change. The MOT tester is also unlikely to care as long as the appropriate emissions test can be passed.0
