Government Social care workers fund

Sorry if that titles wrong I couldn’t think how to word it.
So the government has made a fund available to care homes to subsidise/reward/give the staff a pay rise/bonus for staff/recruit new staff who worked during covid according to the paperwork I have from my new employer.
The new company I work for have just paid out, a friends company paid out last month. In both cases big care organisations who have now paid lump sums to all staff and gave them pay rises.
My question is where on earth do you find any factual information about this? How they claim? what it has to be used for? Who qualifies? I can’t find anything(North East England)
My previous employer is denying all knowledge of the funding. Yet some people(managers) are indeed getting payrises and in a nutshell the company has no money! Struggling to understand how big and successful companies are being seen as using this to reward staff but my previous employer with no money and needs it claims to know nothing.

Workforce Retention and Recruitment Fund.
Money has been paid to each council. It is up to that Local Authority how they allocate it.
In my case the LA have made 4 grant payments.
Round 1 Part 1

There are 8 areas where this grant money can be spent including recruitment costs of new staff, golden handshakes to attract new staff, having to pay extra staffing hours to cover other staff off sick, and bonuses or wage rises for existing staff as a reward for continued commitment.
Make no mistake, employers do not have to pass on ALL of the grant money to existing staff in bonuses.
A template should now have been sent out to each CQC registered organisation who were allocated these funds and spending to the penny has to be documented and returned to the LA where the money came from.
I have chosen to swallow all the extra costs of recruitment, sick pay cover, pay rises etc and pass on all the money to my commited and loyal staff team.
In total over 4 separate payments it works out to £380ish per person.2 -
