It is not sensible to expect a refund for lessons you have had.

Why did you not complete all the lessons? If that was your choice then why should get a refund?

Why would I attend lessons when I knew there was not going to be a test?
why wouldnt you take all the lessons and arrange a test at a later date ?

So that you learn how to drive.   That's the general idea behind taking driving lessons.

Serious question - are you actually aware that you can book a driving test on its own?  Or do you think for some reason that you have to take a course of lessons with a test at the end, and now you'll have to do that all over again?

The only solution is to take the course and at the end schedule an exam. I guess they're wordless so you don't know when you'll finish. I took my driving license intensively and there were no such problems .
