    I don't think the OP wants a sensible solution - they want a (nearly) full refund.

    Why did you not complete all the lessons? If that was your choice then why should get a refund?

    Because they *did* deliver *most* of the service.   You've had (most of) the lessons, you cannot return the learning that they have delivered to you, so you cannot reasonably expect them to refund you for them.

    If you paid upfront for a meal - you had the starter, you had the main course, you had the bottle of wine, you had the dessert, but their coffee machine was broken so you couldn't have the coffee at the end that was part of the deal, would you expect a full refund?

    Only slightly tongue-in-cheek, I would question that statement.  I see people on the road every day and wonder if/how they ever managed to pass the test.

    OP the point raised is you have benefited partly from the service, i.e a certain number of lesson so a refund due would be proportional for what you haven't received. 

    If there was additional loses you suffered as a result of the service not being performed you could seek to recover these as damages but your best bet is either arrange a test when the instructor is available or take a test by yourself (been a while since mine but I assume you don't have to go with an instructor) or find another instructor who can do a test with you and claim the cost of this back.

    PassMeFast acts as your agent in locating a Driving Instructor to provide you with the Lessons. When you make a booking with PassMeFast you are entering into a separate contract for the Lessons which is solely between yourself and the Driving Instructor who is self-employed and who is independent from PassMeFast.

    It looks like you need to sort this out with the instructor. They do have a complaints email at the bottom of that page although I don't know how involved they will get with helping you. 

    OP if you go in to this seeking a nearly full refund you are less likely to get an amicable response, seeking a more reasonable resolve is likely to cause less friction and see this sorted much easier :)

    I think the general assumption is that you may have wanted to learn to drive in any case and take the test later on.

     Because  you could have arranged another test asap and would have had the lessons already.

    The only elements the OP is entitled to a refund for are the cost of the test plus any lessons and car cost on the day of the test.  They have received everything else they were promised.  Many tests have been cancelled over the past 2 years but learners have neither expected nor received a refund for the lessons they have had.

    OK. 
    So how many lessons were booked?
    How many did you take before finding out that the instructor could not make the test? Would seem logical to have made the instructor aware that you had a test on X date before starting any lessons with them.
    How many lessons did you say I'm not going as there is no point as I can not do the test?
    Did you try to resolve with instructor to see if they could make another date?
