Fine for parking in a Disabled space not displaying the blue badge

I received a fine today for not displaying my mothers blue badge. She was in a rush to attend a hospital appointment and we both forgot to display her blue badge.

Was this a private car park or council?
If private, please tell us the name of the parking company, follow the advice in the sticky Announcement thread for NEWBIES. Complain to the landowner/PALS/hospital trust CEO. If unsuccessful, appeal using the template in blue text from the NEWBIES, and include a copy of the blue badge but with the photo redacted.
Do not reveal the driver's identity.
Only ever refer to The Driver and The Keeper, who are two people as far as the law is concerned.

It was a Parking Charge Notice, an invoice, from an unregulated private parking company called Parking Solutions 24.
If it was a hospital car park, then the Registered Keeper should complain to PALS and the head/CEO of the hospital Trust, quoting the UK Governments NHS parking principles, and demand a cancellation.

If this were to go to court you should consider a counter claim for disability discrimination.. Have you complained to your MP? Also read this

How can it be discrimination if the company could not know they were disabled (through lack of badge)

Op, we had similar, we took the BB into the hospital to get the car registered on their system and got a ticket a few days later. I wrote to the hospital PALS with copies of ticket and BB. Within week it was cancelled.1

Not making provision for disabled persons beforehand is indirect discrimination. The parking operator should know that some disabled motorists will forget to display a badge, or forget to register a badge due to the nature of their disability, and must have provisions in place in case that happens.
Not taking action as soon as they know a person has a disability is direct discrimination.
