TALK TALK RETENTIONS

Recently told talk talk that I was moving to a property in 3 weeks time where the internet is pretty non existant so they said that's ok. Will put a note on the account that you will have 20 days from the day you move in to cancel if its no good, rather than 20 days from the date you told us you were moving.
Needless to say, we moved the internet doesn't work and we need some rural 4G thing. They sent an engineer and he said it works but is so slow that you cannot realistically use it.  So phoned retentions and they said there is no notes on my account, and that there will be a termination fee as its a new contract and past 20 days.  So I am waiting for a manager to call me and I have told them to check their recorded phone calls so that there is proof that I was told the above.
I am so stressed with moving and this is not helping.  How can I possibly be held to pay for a service that they cannot supply?
