If you have a strong reason to believe that the property is being let while on a FTB mortgage, you can report this to the mortgage lender.
Many of the lenders do have teams that investigate whether properties are being let without consent, and will apply a hefty surcharge if this is the case (can be 2% on top of the regular interest rate).
I don't think you should report unless you actually have information suggesting you know this to be the case. Having a vague "suspicion" without any evidence to back it up is not really enough.1 -

Write/email CEO of lender. Get name of lender by spending £3 with land registry online (takes 5 minutes). Make sure it's gov.uk.
You probably won't get a reply but will be appreciated.
And/or the "National Hunter" system will find out and landlord will find any further mortgage, loan or credit agreement (eg 'phone contract) difficult/impossible/expensive.

Unless I was somehow involved or it was directly affecting me, I would be minding my own business.
I saw someone using their phone while driving this morning and my dash cam would have caught it. Am I going to go to the effort of downloading the footage and sending it to the Police? Jeez no.

Agree with your 1st comment. However, if I was able to do the latter, I would.
I don't have a problem with idiots like that taking their own life, but do care that innocent victims may be involved.0 -
